Ontario recently announced changes to it’s IRP program starting April 1, 2016, which will impact all new applicants under the International Registration Plan.
Previously under the plan, new applicants were allowed to select a renewal month when they first apply to obtain IRP plates. They were allowed to select any time period from three months to twelve months from the starting month. After that, all renewals would be done for one year, no exceptions. This will change for all new applications starting April 1, 2016.
As of April 1st, all new applicants will no longer have that option, they must apply for one full year. This means if your first application is done in April 2016 your plates will expire March 31, 2017. Any additions to the fleet will maintain that expiry date.
The IRP program is a registration reciprocity agreement among states and provinces that collect and distributes license plate registration fees for heavy commercial vehicles. These fees are based on apportioned payments of base jurisdiction fees using carriers annual mileage. In 2015, IRP became FRP or Full Reciprocity Plan which did away with motor carriers having to select which states and provinces they wanted to be registered in but gave all motor carriers access to all jurisdictions. This allowed greater mobility and flexibility within a fleet’s operations. Motor carriers must still comply with all other regulations of a given jurisdiction separate from IRP.
Motor carriers that operate a motor vehicle outside of their home jurisdiction that have:
- two axles having a gross vehicle weight, a registered gross vehicle weight or a gross combination weight in excess of 26,000 pounds (11 793 kg)
- three or more axles
Must register with IRP in their base jurisdiction. In addition, they must also have IFTA registration.
