Canada Border Services Agency (CBSA) announced it is extending the informed compliance period for ACI until the fall of 2013 instead of May 2013 as first reported. While there is no set date yet as regulations are still pending, CBSA does expect to be able to give 45 days advance notice to carriers before the mandatory compliance date.
Carriers have been reporting many problems with the new program, from long delays at border points to confusion among customs officials. The informed compliance period for ACI eManifests was set up to help get carriers familiar with this new program. Drivers are not being turned away from crossing into Canada for non compliance instead being offered help on becoming compliant. CBSA is urging all carriers to start using the program to iron out the the quirks sooner than later.
Once this informed compliance period ends carriers will be expected to send cargo and conveyance data at least one hour before reaching the border, non-compliant carriers could be subject to penalties.
